of the 29th September I have the honour to reply by despatch to your confidential despatch of the 26th
Lay on the subject of negotiating an arrangement for
the protection of British subjects of Chinese race,
when in China.
2. The matter, which is of very great importance
to Hong Kong, has received prolonged and anxious
consideration from myself and my principal advisers
and I enclose a copy of a memorandum on the status
of British subjects of Chinese race, dated the 23rd
September, and prepared jointly by Sir Shouson Chow
and Dr. R. H. Kotewall, C.M.G., the two Chinese
members of the Hong Kong Legislative Council. I also
refer you to pages 6 and 7 of the confidential
memorandum approved in Executive Council on the 7th
July and concurred in by the Legislative Council on
the 19th July and by the Committee of the Hong Kong
General Chamber of Commerce and the Hong Kong Branch
of the China Committee on the 21st July, copies of
Enclo.
